Luxembourg Tourists
According to the 1949 Geneva Convention on road traffic, Luxembourg citizens are required to have an International Driving Permit (IDP) to drive in Japan. The IDP is a driver’s document that consists of two parts: a passport like booklet which includes all original information from the national driving license translated into 8 languages and a membership plastic ID-card in international format.
IDPs are not issued in Japan and should therefore be obtained in Luxembourg at the Automobile Club Luxembourg prior to travelling to Japan.
Please be sure to ask for a permit based on the 1949 Geneva Convention, not the 1968 Vienna Convention, which is not valid in Japan. The validity in Japan is one year even if the permit is valid for a longer period. When driving in Japan both an international driving license and a passport must be presented when asked by authorities.

Luxembourg nationals having resided in Japan for over a year
Luxembourg nationals having resided in Japan for over a year must obtain a Japanese driver’s license. This can be done by switching a Luxembourg driver’s license to a Japanese one.
To apply for a Japanese driver’s license, the following conditions must be fulfilled:
- The applicants driver’s license must be valid (expired licenses cannot be transferred).
- The applicant must be able to prove he or she stayed in the issuing country for at least 3 months after obtaining their license.
