Obtaining a biometric passport at the Embassy in Tokyo
Preliminary notes
- Luxembourg nationals residing in Japan may apply for a new passport at the Embassy. Please make sure that your current Japanese address is registered on the National Registry and contact the RNPP for any necessary modifications before contacting the Embassy. Exceptions apply if your current resident status is indicated as ‘student’ on your Japanese residence card.
- All applicants, including minors, must be present in person at the Embassy for the application.
- Residents of South Korea and the Philippines who require a new passport and cannot travel to either Luxembourg or the Embassy in Tokyo should first contact the Luxembourg Passport, Visa and Legalization office. After their confirmation, an application for a temporary passport (non-biometric, validity: 1 year) can be made at the nearest Belgian diplomatic mission (South Korea / Philippines).
Application
- Fill out the application form and send it to consulartokyo.amb@mae.etat.lu to schedule an appointment
- After confirmation from the consular section, come to the Embassy in person with the following documents:
- Original application form
- Proof of payment of the passport fee (see below for details)
- Recent ID photo compliant with ICAO standards: taken within 3 months, 45mm x 35mm, face height 32-36mm, on white or lightly coloured background. Non-conform photos will be refused.
- Japanese resident card (zairyu card)
- Current passport or ID card
- Certificate of Nationality, if the applicant has no valid Luxembourgish passport or ID. The certificate can be requested through the Nationality Office (Service de l'Indigénat) of the Ministry of Justice; see here
Information on the passport
- Fingerprints of applicants over the age of 12 years and signatures of applicants over the age of 6 years will be scanned directly at the Embassy and recorded as biometric data on the passport.
- The first names and surnames on the application must be those registered on the RNPP. Applicants whose surname changed through marriage must sign the application with their maiden name. Applicants who wish their spouse’s name to be mentioned in the passport may indicate so on the application. The name of the spouse will then be added on the observation page reserved for the competent authorities issuing the passport.
- Further documents may be required in specific cases (newborns, divorce, joint custody of children, etc., to be confirmed with the consular service of the embassy)
Validity and cost
The amount due for issuing a passport valid for:
- 5 years is EUR 50 under the standard procedure;
- 2 years (only for children under 4 years of age) is EUR 30 under the standard procedure;
- A surcharge is required for using the fast-track procedure. The cost of a 5 year passport is EUR 150 under the fast-track procedure, while the cost for a 2 year passport (only for children under 4 years of age) is EUR 90 under the fast-track procedure. Passports produced under the fast-track procedure can only be collected at the BPVL in Luxembourg, either by the applicant himself or by a proxy designated at the time of application.
Payments can be made:
- online via MyGuichet.lu;
- by deposit or transfer to the BPVL's post office account (IBAN: LU 46 1111 1298 0014 0000 / BIC: CCPLLULL). Please indicate: passport application, first names and surnames of the applicant(s)
All bank fees must be borne by the applicant himself.
A payment can be made no more than 6 months before applying; the proof of payment must be presented with the application form.
Collection
Passports delivered to the Embassy can be collected on appointment at the Embassy, either by the applicant or by a proxy designated at the time of application. The consular section will notify you when the passport is ready.
Fast-track procedure passports can only be collected at the BPVL in Luxembourg.
A receipt will be emitted at the time of application and must be signed and returned to the Embassy when collecting the new passport.
